New Jersey Governor Phil Murphy signed an executive order on August 14 to create a modified vote-by-mail system for the November election because of the ongoing COVID-19 pandemic.
The order suspends the sending of sample ballots, and requires instead that each county’s election officials send vote-by-mail ballots with pre-paid postage to all active registered voters for the general election.
Every voter will have the option to either return the ballot through a secure dropbox or turn the ballot in at a polling location on election day.
The Governor's administration is working with the New Jersey Department of State to implement a new online voter registration system for residents to be able to register to vote remotely. The online system will launch on September 4.

MONTCLAIR MAY ELECTION BY MAIL-IN-BALLOT ONLY
Below please find important information from Essex County Clerk Christopher J. Durkin.
Montclair will hold an election for Mayor and Council on May 12, 2020. The election will be conducted through an all mail-in ballot election.
The Governor issued Executive Order 105, which will now govern the May 12, 2020 elections.
All registered voters, including inactive voters (those voters whose Sample Ballots have been returned to the County as undeliverable), will be mailed a Vote-by-Mail Ballot.
The County Clerk’s Office will commence the mailing of Vote-by-Mail Ballots on April 21, 2020. This will allow candidates time to connect with voters the best way they see fit under this very serious health crisis.
