Chief of Police Todd Conforti was born and raised in Belleville, NJ. In 1986, he graduated from Belleville High School. Todd obtained an Associate’s Degree from Bergen Community College. Soon after, he attended Rutgers University where he received a Bachelor’s Degree in Psychology/Sociology then a Master’s Degree in Criminal Justice. During a semester at Rutgers, he participated in an internship with the Newark Police Department where he met with officers and residents to identify specific criminal activity and to develop strategies targeted to reduce the problems at their roots. Prior to working at the Montclair Police Department, Todd worked in Social Services as a counselor. He worked with adults with Developmental Disabilities in the areas of housing, life skills, employment, health maintenance, socialization, and community support. Todd also has worked as a Substitute Teacher in Newark on an Elementary and Middle School level.

In 1994, Todd graduated from the Essex County Police Academy and began his career at the Montclair Police Department. Over the last 22 years, he has worked in various positions at the Police Department. Todd has also been an Advisor on the Montclair Police Athletic League and a long-term supporter of the Special Olympics. From 1994-2002, he worked as a Patrolman and a Detective. From 2002-2009, Todd oversaw the Narcotics/Vice Bureau as a Sergeant and a Lieutenant/Evening Bureau Commander. Throughout the years, he has attended a wide array of law enforcement trainings. In 2009, Todd attended the FBI National Academy in Quantico, Virginia. He was promoted, shortly after, to Deputy Chief of Police. Since March 2016, Todd has been serving the Montclair Police Department in the capacity of Acting Chief of Police.

Todd is also a devoted family man. During his free time, he is in the boxing gym with his 13 year old son Michael. He can also be found visiting many parks and attending Church with his 12 year old son Anthony who is autistic. Todd, his wife Ann Marie, Michael, and Anthony are very grateful for all of the opportunities that the Montclair Police Department and the Township of Montclair has provided.

Deputy Chief Wil Young is a Montclair resident and 23-year veteran of Montclair Police Department. Wil has experience in patrol operations, investigations, alcoholic beverage control, narcotics, juvenile aid and special duty assignments working with outside agencies in a variety of capacities.

Wil is married and a father of five children. All of his children, but one, are products of the Montclair School system. He is very active in the Montclair community, serving on the Executive Board of the Montclair Branch of the NAACP and as Chairman of the Criminal Justice Committee. Wil also serves on Montclair’s Parks and Recreation Cultural Affairs Committee.

Wil’s passion lies in the Montclair Cobras Junior Football and Cheerleading Program. He is the President and Director of the Cobras which is one of Montclair’s longest running youth programs. Wil coached in the program for more than 15 years before moving on to Director. The Cobras mentor and coach 150 boys and girls from 7 years old to 14 years old annually. In 2015 Wil lead the Cobras to a conference championship, league championship and a National Championship where they placed fourth in the nation in both football and cheer respectively. Being leaders in the NFL’s play 60 movement, the Cobras varsity team proudly represented Montclair at the Closing Bell Ceremony at the NASDAC in NYC on Jan 8, 2016.

Wil also served in the United States Air Force from 1983 to 1987 as a Senior Airman.
